Transition to Zone-Based Elections

To help strengthen our communities' representation, North County Fire Protection District voluntarily moved away from an at-large election system for its Board makeup and instead shifted to a five zone-based election system to be instituted at the 2020 election.

North County Fire Protection District hosted a series of Public Hearings to allow public input to the process of transitioning to zone (district)-based elections. Prior to map drafting, two Public Hearings, were conducted to provide community members with opportunities for input.

On March 19, 2019, the draft of three proposed versions of the maps were made available to the public.  The public was also invited and did attend two additional Public Hearings on on March 26 and April 16, 2019 to provide input to the Board regarding their comments on the draft maps.  There were no changes to the maps at either meeting. 

At its second public hearing on April 16, 2019 to review and receiving input on the draft maps,  as their were no changes to the draft maps, the District Board of Directors voted on a final map that divides the District into the five new zones.   Members of the public and communities of interest were present to provide their input.

The Board of Directors approved Map Version #3 (see map below).  They also approved the voting sequence for the Districts.  At the 2020 election, Districts 1, 4 and 5 will be open for election.  At the 2022 election, Districts 2 and 3 will be open for election.

Pursuant to recently released census information, the District will hold two public hearings to review the District Maps in light of this information.  You are invited to attend the meetings, which will be held on September 21st at 4:00 p.m. and October 26th at 4:00 p.m. at Fallbrook Public Utility District Board Room.
